After the Iron War, most of Elpa was at peace. All except Draco. It was bitter over losing and had to pay the newly formed Lepusian-Sylish Commonwealth a large sum of money. In their darkest moment, King Emberclaw died and his brother took power, declaring that the Kingdom of Draco was now the Empire of Cinnis. He built the country back up and soon after annexed Vix.
